• Residents of Bayfield and Douglas counties in Wisconsin
• Graduating high school seniors with a GPA of 3.0 or higher who are children, grandchildren, nieces, or nephews of Vietnam-era veterans
• Vietnam veterans or relatives of veterans with at least 26 academic credits and a GPA of 2.0 or higher
• Must be enrolled or planning to enroll full-time

• Selection is based primarily on an essay, up to 500 words in length on a topic that changes annually but relates to the Vietnam war; recently, applicants were asked to write about "Operation Babylift 1975," including an interview of a veteran regarding his or her opinion.
